Resolve Yes if, during this window, the United States and Iran formally conclude a written agreement that materially governs Iran's nuclear program. The agreement itself must be publicly evidenced by its text, signatures, or a consensus of independent credible reporting; an announcement, negotiation statement, ceasefire, memorandum, or negotiation round alone does not qualify.
